Commercial Display Certifications: CE, FCC, RoHS and When to Ask for UL/ETL

For each destination market, request commercial display certifications for the named model and configuration, then verify that model, applicant and scope fields match the quotation. We support CE, RoHS, FCC, ETL and CB documentation across the OEM/ODM Digital Signage & Self-Service Kiosk Manufacturer range, with certification documents available on request. This article is an evidence index for RFQs — not a legal opinion on market entry.

Which certificates should you request for a target market?

Start from the destination and the exact hardware being ordered. Ask for documents that name that model (or the covered family revision), not a brochure logo.

Destination (as stated in RFQ)Ask for firstAsk additionally when the project requires itIf the file is missing
United States / North America shipment or AHJ reviewFCC evidence for the radio/EMC path that applies; RoHS if the buyer’s material policy requires itUL or ETL listing / report for the named product when the site, retailer or authority having jurisdiction asks for a safety listingMark open / ask sales for matching PDF
European Union / EEA placementCE technical evidence package for the named configuration; RoHS evidenceCB Scheme report when the importer wants a common safety report for multiple marketsMark open / ask sales for matching PDF
Other destinationsThe importer’s stated document list for that country, mapped to the named modelLocal marks only when the importer or customs broker names them in writingMark open / ask sales for matching PDF
Factory / QMS audit (any market)ISO 9001 certificate for the manufacturing organisationProduct-level CE / FCC / RoHS / ETL / CB still tied to the model under orderLeave blank until file arrives

We support CE, RoHS, FCC, ETL, CB and ISO 9001 documentation for the product range. Ask us for the certificate PDF that names the model (or covered family revision) on your quotation. Product Downloads provide manuals and dimension drawings for size/configuration selection — they are not a substitute for model-matched certificate files. If the matching PDF is not attached to the quote, mark that row open and ask sales for the file.

What fields must you verify on each certificate?

A useful check is field matching, not reading a logo. Use the same checklist for every file you receive.

Field to verifyPass conditionFail / open action
Product / model identityModel string or covered family revision matches the quotation and sampleAsk for the file that covers the ordered configuration
Applicant / manufacturer nameMatches the legal entity on the order or the stated manufacturer of recordClarify applicant vs factory vs brand owner in writing
Scope / standards listedLists the standards or directives the project team asked forDo not treat an unrelated report as coverage
Issue / validity datesCurrent for the shipment window the buyer requiresAsk for an updated file
Report or certificate identifierPresent on the document you receivedIf blank or unreadable, mark open / ask sales for matching PDF
Configuration notesOptions that change EMC or safety (touch, PSU, radio module) are covered or excluded explicitlyFlag exclusions before sample approval

This verification step belongs next to the sample plan in How to Choose a Digital Signage Manufacturer: From Brief to Sample Approval — a logo in a brochure does not answer which model a document covers.

When should you additionally ask for UL or ETL?

Ask for UL or ETL when a named project stakeholder requires a safety listing for the installed product — for example a US retailer, venue AHJ, insurer or corporate standards team that lists UL/ETL in the RFQ. Do not treat CE or FCC alone as a substitute for that listing, and do not treat a UL/ETL file for a different enclosure revision as coverage for yours.

Practical rule for the RFQ:

  1. If the destination brief or buyer checklist names UL or ETL → request the listing/report for the exact model and configuration under order.
  2. If the brief does not name UL/ETL → still record whether any site AHJ review is expected; leave the field open rather than assuming “not required.”
  3. If a matching UL/ETL file for that model is not attached → mark the row open and keep the order configuration provisional for that requirement.

ETL documentation is available on request for configurations that carry it. Asking is supported; it does not replace reading the fields on the file you receive for your model. For OEM scope, see custom display solutions; company context: About YJCen.

How do you read a CE or FCC label without guessing?

Read labels as field lists. Use placeholder field names until the real document arrives — never copy invented serials into an RFQ.

CE-facing label / DoC pack (what to look for)

  1. Model — same string as the quotation or an explicitly listed equivalent revision.
  2. Manufacturer or authorised representative — named legal entity.
  3. Applicable EU directives / standards — as listed on the Declaration of Conformity or supporting report you were sent.
  4. Notified body — only when the conformity route used one; absence is not automatically a fail, but the DoC route should still be identifiable.
  5. CE mark on the product or packing — present where the supplier states it applies; still confirm the underlying file for the ordered configuration.

FCC-facing label / grant pack (what to look for)

  1. Model — matches the radio or digital-device configuration shipping.
  2. FCC identifier or supplier declaration path — as shown on the supplier’s document for that model (use only the ID printed on the supplier file).
  3. Responsible party / grantee name — matches the supply chain role on the order.
  4. Equipment class / product description — consistent with a commercial display or kiosk, not an unrelated SKU.

If any required field is missing from the file in hand, stop guessing and mark that field open until a matching file arrives. Separate impact (IK) and ingress (IP) claims from certification documents — those are different evidence tracks, covered in IK10 Rating Explained for Displays and Kiosks and the Outdoor LCD Display Buying Checklist.

What belongs in an RFQ evidence pack?

Send one pack the factory and the importer can both tick. Keep certificates next to drawings and the sample plan.

Company-level facts that support the enquiry process (samples from 1 unit; standard models about 3–7 working days and customised units about 15–20 working days; 3-year warranty; ISO 9001 QMS) apply across the range. They do not replace model-matched certificate files.

What should you send YJCEN for a certification evidence review?

Send one brief an engineer and sales can answer with files or open items:

  1. Destination country or region and whether any AHJ / retailer checklist names UL or ETL.
  2. Exact model string and configuration (size, touch, player, radio options).
  3. Certificate types you need in writing (CE, RoHS, FCC, UL/ETL, CB, ISO 9001 as applicable).
  4. Any importer template that lists required fields or file names.
  5. Whether the review is for quotation, sample approval or pre-shipment.

Does a brochure logo prove every model is cleared for every market?

No. Only a model-matched file does; we provide documentation on request.

What if a certificate PDF is missing for my model?

Mark the row open and keep the certificate number and scope blank until a matching file arrives.

When should I ask for UL or ETL as well as CE and FCC?

When the buyer or AHJ checklist names UL or ETL.

Are manuals on Downloads the same as certificates?

No. Downloads provide manuals and dimension drawings; ask us for the named-model certificate PDF.

Can I reuse one FCC file for a different enclosure revision?

Only if the document’s model/scope explicitly covers that revision — otherwise mark open and ask for a matching file.

Is this article legal advice for market entry?

No. It is an RFQ evidence index for matching files to a named configuration.

Next step: request the evidence pack for your model

Contact YJCEN with destination, named model/configuration and the certificate list your importer requires. Ask sales to attach matching files or mark each gap as request from sales before you freeze the production configuration.
